A CIES Football Observatory carried out recently found that the ball is only in active play for 60.2% of the match on average in the a typical Champions League.
FIFA, according to the report, want to increase the amount of effective playing time in matches ahead of the upcoming World Cup in Qatar, but first they’ll have to receive the green light from IFAB, the body that governs the laws of football.
One of the options they’re considering is to increase the number of extra time, with matches featuring as much as 10 minutes extra time but it is yet unclear if it would be general or specifically for matches where they don’t get the effective playing time alone.
Confirmation of this proposal came directly from FIFA president Gianni Infantino, who recently visited Italy, as reported by Corriere Dello Sport.
Though it would be hard to see this new rule being tested in the FIFA world cup as it is too big a tournament for test running a new law and the go ahead from IFAB may not arrive in time for it to be put into use.

Militao picked up a yellow card against PSG in the first leg and was able to avoid picking up another one in the second leg and if he can keep his slate clean for the match at the Stamford Bridge, he is almost guaranteed of playing in the semi-final, if the Los Blancos should advance ahead of Chelsea as his record will be wiped clean going into the semi-final.
Both teams faced each other last season with Chelsea defeating the Spanish side and going on to win the UEFA champions league trophy and the Los Blancos will be keen to avoid a repeat.
